If i live in New York and apply for college in California will i have to pay out of state tuition fees? but i moved to new york 2 years ago and i've been living in california for 15 years and i have proof of residence.

If you've lived in new york for two years, you are not a california resident and you will be required to pay out of state tuition. Unless you are in new york as an out of state student or are military.

It depends, you may just be going to school in NY and for 2 years, and your parents are still in California...etc. The condition can be complicated. Basically, it does require that you prove physical presence - < To establish residence you must be physically present in California for more than one year (366 days) immediately prior to the residence determination date of the term for which you are trying to classify as a resident.> Also it depends on how you explain and provide documentations on all those.
