i go to a community college in southern california and i'm planning on transferring to a university after, but i have no idea which, so i was wondering about colleges outside the state. like ASU, for example. i don't know the process or how difficult it is though.

As long as you have your high school requirements met for the University (e.g. foreign language), you won't have any trouble being accepted to the college, but it will cost more. At a University where tuition is normally $3500, being from out of state, you could expect to pay something more like $5500. Most colleges just have a certain time that they want you to live in their state before they lower the price back down. In California, if you have lived in the state less than 1 year, they consider you a non-resident, and the price will be higher. Once you've lived there a year, the price will go back down to normal. There shouldn't be any trouble with classes filling up with in state students though. Most colleges have plenty of openings for new student at any given time.

If you have taken the usual general education requirements at a community college, most if not all of them will transfer. As an out of state student you will pay much more than an in state student. An in state student pays $7000 a year and an out of state student pays $20,000 which does not include living expenses. Unless you are 24 or older you will not be able to become as resident while you are attending school. All you have to do is go to the websites of the schools you are interested in and they will tell you how to apply.
