The best rated in CA are UC Davis, UC Berkley, UCLA, and USC. I assume you mean medical doctor. You'd be looking at another 3-7 years of school and training.

I would say University of California in San Fransisco. I know a burn trauma surgeon who went there he is the lead surgeon in the biggest burn center in the east coast Lehigh Valley.

Premed tracks almost always include one year of biology with a lab (evolutionary/populations/anatomy and molecular/genetic/cellular), a semester of general chemistry with a lab, a year of organic chemistry with lab, a year of advanced chemistry with a lab, and a year of physics with a lab. Some schools also require a writing course or a public speaking course. Since med schools require a bachelor's degree, you will almost inevitably have to go to college for four years, at the fewest, three (but you don't want to leave college early - college is awesome). You can then expect anywhere from 4 to 12 years for medical school, residency, and/or fellowship. Stanford, UCLA, and Berkley are probably among the best in California. Santaclara is actually also supposed to be really good for premed.

A medical doctor has a medical degree, not a doctoral degree - an MD is a medical degree that lets you treat patients, a PhD is a research degree (doctorate). The best med schools in CA include Stanford and UCLA, but first you need to get a 4-year bachelors degree and take the premed classes - and it does not need to be at the school you want to go to med school at. It's 8 years of college total and a minimum of 3 years of residency.
